DCI George Kinoti Wants DPP Noordin Haji Arrested as New Supremacy Battle Erupts

The Director of Criminal Investigations George Kinoti now wants the Director of Public Prosecution (DPP) Noordin Haji arrested.

Kinoti accused Haji of perjury and fraud during consultative meetings to formulate guidelines on terrorism and maintains that he should be arrested and prosecuted.

In an affidavit sworn by Director of the Anti-Terror Police Unit Martin Otieno, the DCI accused the DPP of forging the attendance list of a meeting held to discuss the new terrorism guidelines.

According to documents filed in court, Otieno claims that the DPP doctored the documents on diverse dates between February 21 and March.

Kinoti also put Haji on the spot over tribalism and nepotism in the selection of the various consultants involved in drafting the guidelines for terrorism and terror financial acts.

The DCI boss expressed concerns that the task force as constituted comprised a majority of non-investigative agencies who lacked the expertise or technical knowledge in the investigation of terrorism and financing of terrorism.

In the affidavit, Kinoti is pushing for some issues to be set aside including the requirement for declassification of their operation and mode of investigations as provided in the guidelines which he stated are tantamount to exposing police officers to operational risk with far-reaching effect on the safety of the nation and allegedly assisting terrorist suspects to escape the dragnet, covering up evidence and aiding in eliminating officers involved in operations.

DCI filed a suit after the DPP release a statement blaming him for the flop of the cases involving multibillion businessman Humphrey Kariuki , who was facing a forty-one billion tax evasion case.

The suit was however thrown out by High Court judge, Justice Anthony Mrima.

DPP lamented that DCI made a mistake by preparing the charge sheet which his office is not constitutionally mandated.

“In the petition, the petitioners (Humphrey Kariuki and his two companies) contended that the charge sheet instituting the criminal charges emanated from the Director of Criminal Investigations whereas the Constitution requires all criminal prosecutions to originate from the Director of Public Prosecutions,” DPP stated.
